The Mayoral Forum on Human Mobility, Migration and Development is the annual gathering of mayors and city leaders serving to promote globally relevant policy dialogue, foster the exchange of experiences in governing migration, and strategize on how to work collectively. It seeks to support new and innovative approaches to urban governance in contexts of greater diversity, and to showcase city leadership in the implementation of migration policies for inclusive growth.
During the Second Mayoral Forum in Quito last 12-13 November 2015, participating cities endorsed the Quito Local Agenda on Migration and Development that outlines a more visible and explicit understanding of the role played by local administrations in the implementation of the SDGs.
Mayoral representation is expected from at least 60 countries around the world. In addition, international and regional organizations, networks of local and regional authorities and civil society representatives will be invited as observers, including the International Organization for Migration (IOM), the World Bank, the Joint Migration and Development Initiative (JMDI), the United Nations Institute for Training and Research (UNITAR), United Nations Development Programme (UNDP), the United Nations Human Settlements Programme (UN-Habitat), and United Cities and Local Governments (UCLG).
Considering the pressing challenges facing cities today, the Quezon City Mayoral Forum will have a two-pronged emphasis on: the role of diaspora in furthering development in communities of origin and destination; and the inclusion and protection of migrants and refugees in vulnerable situations within urban centres.
Thus, the themes of the Third Mayoral Forum are:
- Promoting Economic Development and Human Prosperity – supporting the role of diaspora in furthering development in communities of origin and destination
- Delivering effective protection to the forcibly displaced.

The Third Mayoral Forum will take place in Quezon City from 29-30th September.
