The 21st century will come to be seen as the century that launched the era of urbanisation. This edition of pan-African magazine, "The African Report" focuses on the World Summit of Local and Regional Leaders -4th UCLG Congress to be held in Rabat from 1 to 4 october, and analyses the related circumstance and challenges that cities must face in the coming years.
In view of this, the World Summit will adress how rapid urbanization can lead to many forms of distress and vulnerability. This means that duringthe Rabat congress, cities will have to contribute and influence the debate that are under-way on decentralisation and regionalisation and that will eventually set in motion the Post-2015 Development Agenda, Rio+20 and Habitat III processes. The Rabat congress will be the starting point for a necessary three-way dialogue between the world institiutions – the UN, financial institutions, etc. – central authorities and local and regional authorities.
